      KAMPALA- Ongoing developments where the military intelligence have taken over investigations and arrest of suspected criminals is leaving many questions unanswered.

      Killings continue to ravage the country but the murder of Case Hospital accountant, Francis Ekalungar, blew the lid off the escalating crime situation perpetuated by different armed gangs who enjoy protection from the hierarchy of the police and some other security agencies.

      Gangs like Kifeesi have publicly narrated how they carry out robberies with the knowledge of senior police officers.

      The security agencies in Uganda; police, army and intelligence agencies have different mandates.
      The police protects life, property and rule of law and prevent and detect crime.

      The military intelligence and Internal Security Organisation (ISO) ensure stability of the State. The Uganda People’s Defence Forces (UPDF) defends and protects the sovereignty and territorial integrity of Uganda.

      Looking at the current situation where the military have taken over high-profile murders and other crimes, there seems to be huge challenges in the management of the security establishment.

      Army intervention in crime

      During the funeral of slain former police spokesperson Felix Kaweesi in March last year, President Museveni said police were infiltrated by criminals, confirming the long-held view by the public. Since the President’s statement, there have been significant interventions in police operations by other security agencies.
      In the wake of chain killings of women in Nansana and Entebbe in Wakiso District last year when the criminals killed at wish and will without police making any tangible headway in arresting the culprits, the Chieftaincy of Military Intelligence (CMI) intervened in the investigations and arrested several suspects after phone tracking. 

      The situation had threatened to get out of hand with the women murdered in more less similar manner of brutality. The killings ceased forthwith.

      In October 2017, CMI arrested senior police officers on allegations that they had been involved in other crimes, including illegal extradition of Rwandan refugees from Uganda back home to face persecution and prosecution.

      Senior Commissioner of Police Joel Aguma, Senior Superintendent of Police Nixon Agasirwe and five others were arrested and charged in the army court. Their trial is still ongoing. No other such arrest of Rwandan refugees has happened since then.

      Last November, ISO officials paraded before the press suspects who had been arrested over various crimes, including forgery of passports, human trafficking and car theft, among others, which is ordinarily police work.

      Addressing journalists later, the Director General of ISO, Col Frank Kaka Bagyenda, denied they had taken over the police mandate.

      “ISO is not taking over the role of the police neither are we in conflict with them but we are only providing support. In this work of ending rampant criminality in Kampala Metropolitan and elsewhere, we are working with External Security Organisation and the police,” Col Bagyenda said then. This seeming vote of no-confidence in police has been heightened by the current storm which kicked off last Friday with the arrest of Abdullah Kitatta, the leader of Boda Boda 2010 gang, and other members over the alleged connection to the murder of Ekalungar. Ekarungar was murdered on January 2 and his body later found burnt beyond recognition in Kajjansi outskirt.

      Two weeks later, police threw in the towel and said they were stuck in the investigations into the murder because they had no clue on the killers. The army would not take any of the police excuses. The military intelligence took over the task leading to the Friday storm.

      The military tracked the suspects to the Boda Boda 2010, a gang associated with police but working on instructions of specific senior officers in the establishment. Kitatta, his brother Muzamiru Kiwalabye, and two alleged accomplices were arrested by the military. There was information that a senior police chief intervened to stop the arrest of Kitatta and group but the military would not listen to the call.

      Clash of roles
      Mid-October last year, there was a standoff between police and ISO over a woman identified as Christine Mbabazi Muhoza, who was believed to have been a girlfriend to the late Kaweesi and was believed to know something about the deceased’s death. The ISO deployed at her home in Lungujja to ensure police had no access to her. Police counter-deployed at the same home and the fallout nearly yielded a fire exchange between the two security agencies.

      The then police spokesperson, Asan Kasingye, said they had received a call from Muhoza for rescue from ISO operatives. But later it transpired this claim was not as truthful as had been reported. The impasse was resolved at the intervention of the President.

      Security Minister, Lt Gen Henry Tumukunde, last month stopped police who were supervised an eviction of Panarama Bar in Naguru. He threatened to deploy counter forces if police proceeded to fire bullets and tear gas.

      “How can you cause chaos in town? Why are you firing bullets in town? Now these are my instructions. Stop this otherwise we will be forced to bring counter forces to handle this situation,” Lt Gen Tumukunde is quoted saying.

      Ekalungar murder suspects
      On Sunday, the army announced they had made significant progress where police had had made none.
      The army announced they had arrested at least 30 people over Ekalungar’s murder and subsequent incidents related to the homicide.
      The deputy UPDF spokesperson, Lt Col Deo Akiiki, said the army had handed over the suspects to police for further handling.
      The army intervention signals a failure or refusal of police to execute their mandate. However, this raises questions, especially given that Kitatta and his group had been committing crime with impunity and protection of the police. How does the public expect justice when the suspects have been handed over to their fathers?

      Police chief Kale Kayihura has defended actions of Kitatta and his Boda Boda 2010. Appearing before Parliament recently, he praised Kitatta for doing a good job.

      “Kitatta is a city politician. He is also a leader of boda boda riders that is how I know him, his group helps us curtail crime among boda boda riders. You remember during the 2011 walk to work protests? He is the one who helped us neutralise many of those boys that Opposition had recruited,” Gen Kayihura said when asked by MPs about his connections with Kitatta.

      Can UPDF evidence help prosecution?

      Human rights lawyer Nicolas Opio yesterday said there was no reason to celebrate the army action in arresting suspected criminals. 

      “If the army is arresting for purposes of handing over suspects to the police, then fine. I doubt whether the army is trained to collect evidence to prosecute suspects in civil courts otherwise such actions show the army is overstepping its mandate,” Mr Opio said.

      At the height of women killings in Wakiso, Mr Museveni and Gen Kayihura visited the places. But former chief spy with ESO, Mr David Pulkol, said such visits were mere political posturing but suggest lack confidence in police.

      “This shows something big. If the President had the magic to stop these killings by his appearance, why had he not appeared earlier on?” Mr Pulkol asked.

          When the then dying DP voted Norbert Mao as their Party President in Mbale,well meaning Ugandans sighed with relief. A sizzling orator,experienced leader and patriotic Ugandan, Mao was the best guy to resuscitate DP. To every one’s surprise, Mao has not only failed DP but he has successfully killed and buried it to such an extent that it had no presidential candidate in 2016! Yes,DP, a 50+year old party had no presidential candidate!
          I watched Mao on DW as he ranted,lied and emitted false accusations that Mzei has killed Uganda’s institutions! Seriously,Mao you should just shut up,he don’t bother pointing a finger yet your own party lacks even a glimmer of institutionalisation. I have never seen/heard of a village,sub county,or county DP chairperson. All you see is Mao making some noise at City house every Friday during their weekly press conference. Dear Mao (DP), first pick the speck in your eyes before telling the same to your neighbours (NRM).

            In case you thought NRM had not quite scraped the bottom of the barrel just yet, there are reports that their MPs that said ” no” to life presidency, would be summoned to the party disciplinary committee.We’re pretty sure they are just trolling us at this point — and possibly with Museveni’s consent, considering his penchant for quality comedy.

            In case this is real, then ” what a chimera “, as John Kazoora says in his preface of the book, ” Betrayed by my leader”. Sincerely speaking, how does a representative of the people get to be questioned on how s/ he voted by the party hierarchy. This isn’t only illegal, it’s also wrong at so many levels.

            The presidential age limits were removed, and now its time for Museveni to live with this decision without ” punishing ” those that see life presidency as a danger to our country. The opposition looks weakened at the moment, but things happen in politics when you least expect them.

            As I start reading Mr.Kazoora’s book, first of all, I want to congratulate him for finally finishing his postgraduate studies. He should stop regretting his participation in the Luwero war. Most political leaders aren’t any different from a beautiful woman who promises never to cheat you with any man, only to find her at the back of the car with your driver on top of her, and the legs swinging in the air. Obote had to go, and Uganda will always be better without a dictator( past or present).

              In December, 1980, Uganda held general elections following the overthrow of Idi Amin in April 1979, by a combined force of Tanzanians army and Ugandan exiles.Four political parties participated, UPC under Obote, DP under Kawanga Ssemogerere, CP under Mayanja Nkangi and a newly formed party Uganda Patriotic Movement(UPM) led by Yoweri Museveni. Unlike in today’s arrangement, in 1980 there was no presidential contest but the leader of the party with majority members of parliament would automatically become the head of state.

              During these campaigns, even party leaders had to contest for parliamentary seats.Yoweri Museveni contested against the DP candidate SAM KUTEESA for Mbarara North constituency, that to the most is Nyabushozi County.On November 24th , 1980, Sam Kuteesa addressed a political rally at Rushere Trading centre and this is what he said of museveni.

              “THIS MAN MUSEVENI IS UNRELIABLE, A CONFUSING AGENT AND HE IS NOT EVEN A TRUE CITIZEN OF THIS COUNTRY.I CHALLENGE HIM TO SHOW US A SINGLE GRAVEYARD OF HIS GRAND PARENTS OR EVEN AN UNCLE OR AUNT IN UGANDA.THE MAN HE CALLS HIS FATHER, AMOS KAGUTA DENIED HIM LONG TIME AGO, AND WHEN HE DIVORCED HIS MOTHER, HE CHASED HER WITH MUSEVENI, WHO ENDED UP SEEKING REFUGEE AT THE HOME OF MZEE BYANYIMA.HE IS NOT ONE OF US, DONT VOTE FOR A STRANGER”

              Less than 2 weeks after this speech, Kuteesa defeated Museveni with over 76% of the vote with Museveni coming a distant third with 3% after UPC .THE ONLY PERSON WHO VEHEMENTLY DEFENDED MUSEVENI’S POSITION AT THE TIME WAS THEODORE SEKIKUBO’S FATHER.

                “Today, I return to court for the Matako Butako criminal case, in which I am charged with cyber harassment and offensive communication against Yoweri Museveni. Although the trips to and from court are a nuisance, I am already vindicated by the dictator’s performance. If anyone once delusional thought that Museveni was a fountain of honour, the truth is now clear for all to see.

                He is the worst curse upon Uganda, a cancerous tumour eating up our body politic, a festering ulcer oozing with sepsis, a serial rapist of the constitution, a big fat worm feeding on our children’s inheritance, a hissing viper full of venom that poisons all our public institutions, a piece of low-lying vermin uttering promises never once fulfilled, a blood-sucking vampire feeding on the carcass of what is left of Uganda, a thieving scoundrel stealing not only from home but also abroad, a butchering murderer of those his paranoia suspects of being his enemies… Indeed, Museveni is the castrating knife that gorged out the testicles of Uganda’s ball-less Members of Parliament, the dentist’s tool that pulled out the sharp teeth of barking dog critiques who no longer bite, the female genital mutilator’s knife that dug out our country’s clitoris and stole all pleasures out of being Ugandan, the ultimate murderer of truth, justice and rule of law in our bodaboda republic, and the naked witch bewitching all citizens, residents and nationals of our land.

                Excuse me: I was too kind in my earlier description of this plague. Museveni is much worse than an innocent pair of buttocks. As I iron my kitengi to go to court this morning, I am glad that I spoke my truth to power. I now feel like a prophet on trial for prophesying what has variously come to pass. Try me all you want. Call me a lunatic as loudly as you want. The real insane criminal is your repressive president and all those who stoically defend him.

                  These NRA thugs and their collaborators, never stop taking Ugandans for Fools….. Even your beloved Lord Mayor has been to Kyankwanzi before(he looks very smart in NRA uniforms), to be brainwashed…you don’t leave Kyankwanzi without taking an oath to always be loyal to Museveni. Those arrests and comedy you always see on the streets, are part of NRA disciplinary routine….infact, they can easily go to his office/home and stop his movement, because they own him. I love the way your beloved mayor interpreters the Law..as if Uganda was a democratic state…

                  Whenever Ugandans not in the political class- are almost breaking the dictatorship, Besigye and his bandwagon comes up with gimmicks-those gimmicks are meant to gather Ugandans in one place so they can easily be controlled/crashed. It also creates a fake smoke-screen, that something is going to happen.

                  Ugandans cannot swap a dictator for another dictator (Real Democrat leave the floor for new blood). Also, revolutionaries don’t go in-front of the media and start blurbing about plans, hopes….. Lastly, mainstream politicians have never led a popular uprising-uprisings are always organic. So stop fantasising about Besigye leading an uprising, and instead start planning for post-dictator museveni, because his fall is not very far!!!

                    Mr Osman Draga , the former deputy news editor of Arua One Fm, the proprietor of West Nile Today Magazine and the founder of West Nile Action Network page has this evening been detained at
                    Arua Central Police Station for defaming the woman member of Parliament Hon Rose Ayaka Atima of Maracha District.
                    This comes after Draga launched an online media campaign on the MP on his 18000-member West Nile Action Network Facebook page claiming she hasn’t achieved any tangible thing for her constituents since joining the August House in 2016.
                    He added salt to the injury by claiming that the legislator nowadays skips public functions where
                    the district female youth councillor and the Secretary for Social Services Hon Bako Judith is
                    present.Bako has since then declared her intentions to unseat Ayaka from district woman’s hot seat.Her popularity has since been hipped by despite being an NRM, she campaigned against amendment of Article 102b in the constitution of Uganda which led to the two constituency legislators Hon Oguzu Lee (FDC) for Maracha County and Hon Acidri James (NRM) to vote on December 20th, 2017 among the 97 MPs for retention of the only safeguard in all important document.
                    Draga will certainly spend the night behind the coolers since his lawyer was held up at Arua High
                    Court attending to other legal duties.

                        Bobi Wine’s intent for presidency, a postponed reality : The perspective of the butambalanian. If all my talents and potentials were to be taken from me and I had my choice of keeping but one, I would unhesitatingly ask to be allowed to keep the power of speaking and writing, for through it, l would quickly recover all the rest.

                        It is through this power that I will inform millions despite the critics therefore of. Today my call to the nation is a plea for awareness that Hon kyagulanyi’s intent for presidency is a young pregnancy. Putting your personal feelings aside, he is just ” trying ” to be a modern day opinion leader, to those devoid of hope. Critically speaking, I fail to rank Bob wine in the order of political value, he lacks political soundness and his diagnosis of issues at hand is still wanting.

                        In a related development there is likely to be no political party that will take the risk to rally behind the Ganja man. I personally doubt whether Kizza Besigye, Muntu, Lukwago, Nobert Mao and Abed Bwanika , will humble down their intents and support the Ganja man, may be time will tell. Broadly speaking, his rhetorical political situation is not well defined, apart from the rumours on streets of his intent for presidency. Himself his shy about it. Associated, his audience is not clearly demarcated making it so hard to confront his constraints.

                        He is too comfortable with the praises of the men in the streets and social media associates as his ” rock of support ” . Seeing is believing, given his past undignified demeanour, he lacks trustworthiness of many Ugandans. For character may almost be called the most effective means of persuasion but his personal template is completely lacking. Lastly his presidential ambition is not a distant threat, but a present danger to Kaguta dynasty and I hardly think that despotic museveni will wait and see it hatch. As I conclude, how I pray that your commentary negotiates emotions and allows for civility in differentials.

                          Jennifer S. Musisi, Police, women activist organisations, etc; do something to this savage, cold-blooded, inhuman, ruthless, heartless, stupid, merciless, sadist, dense (etc) officer of yours. How can a man beat a woman!? Ogusajja gwonna ogukuba omukazi (oba waagwo oba si waagwo, oba mubbi, oba si mubbi, oba azzizza omusango oba tazzizza) gubeera dense, coward, chicken, impuissant, feeble and worthless.

                          Unfortunately, u hear less or even none of women activist groups coming up in cases like this. Is it because the victim is a penniless woman, ataliiko kaliibwa! You hear them propounding marriage and divorce bills and advocating for other trivial senseless and silly things in the name of fighting for women rights!! Oba balina mugaso ki!?

                          ‘You’, the pro-NRM and pro-govt friends I’ve tagged, tell your President (Gen Museveni Ssaabalwanyi) that he fought for human rights (the rights of this woman inclusive). If these KCCA goons are derailing the so called peace he ‘claims’ to have brought, and nothing is done; then awo tuba mu ssengavuddemu ngazzeemu!!

                            In accordance with Article 39 of the Constitution, every Citizen of Uganda has, apart from Rights, the Right to a CLEAN and HEALTHY Environment.
                            The reverse side of this Right is the Obligation for the Government (Central and Local “KCCA”) using the Taxes We pay to ensure that we enjoy our Right.
                            Therefore a big Question to KCCA.
                            As Residents of Kampala do We pay Taxes?
                            The Answer is yes We pay Trade License, Property Tax and more others…
                            Then Why do We Live in Garbage Beefed Kampala, Let’s all say no to the Garbage around Us…

                              Nakasero blood bank has no money to facilitate them to collect blood from the public because the Yoweri Museveni regime, has failed to provide them with only 1.8b
                              it’s a sad note that they are now having 80 units of blood out of the 1000 units required.
                              But the regime, was able to look for more than one billion in less than a month to bribe MPs to pass the removal of the age limit bill.

                                No matter how a good or hardworking leader you may be, it is always good to retire when you’re still popular to the public so that you can keep your dignity. The moment you cling to leadership for a very long time, the end may not be desirable.

                                  ¶ Madi men are so talkative so if you want alot of stories just try one.
                                  ¶ If you want to be confused try a Mugwere or a Kumam,these are just confused like their languages;
                                  ¶ If you want adventure try a Karamojong you will have no regrets.
                                  ¶ Samia men are beepers; they can’t sustain a call for 40 seconds….
