History is calling us to Haiti at this very difficult and painful.

The economic measures we have taken reflect the need to put a stop to a situation that is part of a transition process dynamic and complex.
There are no magic wands to solve all the economic sphere. Especially when it comes to ensuring the country’s economic sovereignty.
Since taking control of changes to this part, we have to evaluate closely the cyclical behavior of the national economy and this has enabled us to mitigate the domestic impact of global crisis of capitalism, which ended destabilize regional economies.
Today we see the urgency of implementing corrective inexorable economic nature. True, the decisions may cause anxieties and concerns, as all the favorable change.
I am confident in the consciousness of people and I know it will not fall into the false alarms that the media pitiyanquis advance: to convince us that they opened the gates of hell and that the Government will now burn in their own fire. There are no more wise decision that is taken on time and responding to the specific historical moment: the other is to stretch the wrinkle or bury our heads and that we are not willing to afford it.
Each step we take in revolution involves not only risks but especially new challenges: we have demonstrated our willingness to confront them with responsibility and commitment, taking heart in the center of the deepest needs of the Venezuelan people.
Change the value of our currency against the dollar is only the most superficial analysis of what we propose in the background. In reality and in truth, we are reassessing the bolivar to propose new challenges.
At first instance, we will have more strength to deal with the gross speculative practices that did nothing financially to distort the real value of goods and services.
The state, in this sense, could not keep giving benefits to those who decided to exchange his will that matters as necessary goods, luxury items actually being sold to uncontrollable prices.
So this week created the National Plan against speculation. We are creating conditions to generate a real strengthening of the domestic industry to meet the most genuine national interests.
We can not continue importing without measure what we are already in the opportunity to begin production in the country. Hence the appeal to the goodwill of small and medium entrepreneurs and investors who wish to join in this effort to forge a new economic model.
In this sense, last Wednesday we created the Socialist Production Bicentennial Fund, which comes to being a first step in building a supportive policy towards the national productive sovereignty.
This will enable us not only to diversify and increase production of goods and services to meet our deepest domestic needs but also gain new strength to the export of our products.
Serve then this juncture to, honesty and responsibility, undertake the construction firm from a country that ceases to be a financier and cut the Gordian knot of oil dependence.
A central problem and transcendent Venezuelan road to socialism lies in the metamorphosis of the rentier model: structural change in the model of capitalist accumulation that we have, changing depending on the diversification of production towards which we orient ourselves to overcome definitively the rentier.

I want to reiterate a strategic guideline that I announced last Friday in my speech to the National Assembly on the occasion of the presentation of the Report and Statement of 2009: we must continue dismantling the old bourgeois state and accelerate the process of building the new social and democratic state , law and justice, who commands our Constitution. It is a historical necessity and an imperative for the continuation and deepening of the Bolivarian Revolution, the path to socialism.
We must not give oxygen to the bourgeois state. By contrast, Quito is an imperative to be extinguished altogether.
The bourgeois state still has spaces within the state that is emerging: from those spaces traps, sabotage, hindering the process of creating the new institutions.
We lack a long way to consolidate the new state, we are in transition towards him. Its consolidation depends and will depend on how capable we are to embody the role of communal power: the people’s power in all its expressions.
Popular power is the soul and the flame of another way of being State and Government. We must realize that lucidly Kleber Ramirez visualized many years ago: “… it is time for communities to assume powers of state, which will lead to global administrative processing of the Venezuelan state and socially the actual exercise of sovereignty by society through communal authorities.
